If you used SAY_X to generate a voiceover and then wish to transcribe it, wait until the file is fully generated. After that, select the cell with the TRANSCRIBE_X formula and refresh it: Actions → Refresh Data: Selected Range
If you used the sidebar, wait until the file from the link is fully generated, then try again.
